On the other hand having regard to the modifications in the residential allowances proposed by the Anomalies Committee I consider that the salary scale for the senior grade should rise to £1150 basic which, after addition of residential allowance of £40 on the new scale, would give an actual salary in the Colony of £1190 as against £1200 in the original proposal but on the other hand would give slightly higher pensionable

emoluments, i.e. £1150 instead of £1100.

It is also necessary to consider the terms upon which serving officers should be absorbed on to the

new scale. One difficulty arises here in that owing to

the age distribution of the service there are several

officers on the time scale who have little prospect of

promotion to the senior grade. These officers have at present the prospect of rising to a salary of £825 which

after addition of one-sixth for quarters is equivalent

to £962 for pension purposes. If they were to transfer to the new scale rising to £940 plus £88 residential allowance they would gain in cash salary but their

pensionable emoluments would be only £940 and they would actually suffer a loss on pension instead of securing any advantage. I recommend therefore that serving officers

should be transferred to the new scale at the incremental

point corresponding to their service and should have the option of retaining their existing quarters privileges and

therefore their existing pension privileges in accordance

with the proposals of the Anomalies Committee, but in return

surrendering the right to residential allowance.
